The project Planning/Progress Engineer reports to the Business Manager. Responsible for the cost estimates and implementation schedules across all engineering disciplines from conception to completion. Reviews and monitors Contractors schedules and schedule performance. Develops and implements internal planning, scheduling and cost control procedures, as well as planning and reporting procedures to be followed by Contractors. Monitors and controls cost commitments and expenditure using Primavera Expedition and Company SAP corporate information system.
Located at contractor home office and RL site offices during execution of the EPSCC
Develops internal procedures for planning and scheduling in-house engineering work.
Prepares project master schedules, using Primavera P3 software, to support internal project justification
Organizes and provides weekly work summary report for the management update, including planned/actual man-hours, plans compliance reports and PM compliance reports and other key reports as necessary
Reviews tender schedules and provides technical input in tender evaluation. Reviews and approves Contractors schedules and progress measurement methodologies and monitors Contractors schedule and progress performance.
Prepares and issues various analytical and statistical reports for management and engineers such as , manpower availability, preventive maintenance compliance and breakdown/preventive maintenance ratios
Participates in the preparation of master plan schedules, in respect of Engineering items. Develop long term, monthly and weekly schedules.
Minimum of fifteen (15) years of broad experience in control, business and planning, would have at least seven (7) years of experience in projects.
Experience with contractors and vendors, in particular those involved in the engineering and construction of refining facilities
Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities
Read, write, and speak fluent English, especially as it applies to technical communications
Minimum three (3) years Middle East experience
Bachelors of Science Degree in Engineering or equivalent
Excellent understanding of Project Technical requirements
Excellent written and verbal communication skills
Excellent interpersonal skills
